[debian] openmoko-panle-plugin does not store settings correctly

since opp 0.9-1 of debian does not work correctly with the current  
available framework i downloaded panel-plugin-20090212_src.tar.bz2 and  
built my own deb.

opp works again well so far, but i notice that at least the settings for  
vibration at activation are ignored.
i just unchecked every box related to notifications and vibrations, but  
the ~/.panel-pluginrc nevertheless shows "True" at all entries (although  
having the timestamp Feb 15 21:55, ie something changed).

btw: wouldn't the .panel-pluginrc be better placed in ~/.config? instead  
of ~/?
