my old Siemens S10D has such a mechanism. The SIM card is located on a
carrier much in the fasion of a CD player's tray. If you want to pop it
out again, you need to have a sharp pencil or so to press a button
which is located behind a hole, similar to the emergency eject
mechanism of a CD player. You can hear the "tray" click when you have
inserted it properly.

The dust problem could probably be solved to have a rubber gasket
around the hole(s).
