[Bug 642] The cgi script for ordering the neo1973 never gets to step 2

Problem has been identified: The state or province box of the order needs to be
only 2 characters long.  i.e. enter the 2 letter abbreviation instead of full name.

The form should be modified to inform customers of the 2 letter limitation as
it's not mentioned anywhere and when nothing happens, user is left in the dark.
Even better yet would be to modify the field so that it only accepts 2 characters.
