Ok, one point is cleard - but what is with the external antenna and the general operation lizence of the car?

Exactly, it's the same in the StVO §1a ;)

btw, I'm all for an external antenna connector. I haven't yet tried
it, but I've got the tip, that connecting an external GSM antenna to
the window of an ICE improves reception greatly :)
