$350 => Neo 1972 Phone, available for mass market in September-ish, or
for developers (anyone can call themselves a developer if they like) in
April-ish.

$200 => Debug board, which plugs into a $350 phone (bought separately),
only required if you need to do *really* low-level modifications or
debugging.  Not required for normal application development.

This stuff is on the wiki, and in the FOSDEM video.  Please come to the
mailing list better prepared from existing resources.
