Navit?

No. It didn't like something in ~/.navit/navit.xml.

I copied /usr/share/navit/navit.xml to ~/.navit/navit.xml, updated the
map file data, and it is working...

Except that when I select Route/Destination, it segfaults, complaining
that xkbd doesn't exist.

This seems to be known - http://trac.navit-project.org/ticket/96

Has anyone found a workaround?
