Opkg how to?

I'd like to make some opkg packages. (scipy, numpy, etc.) How do i proceed,
and how do i get my packages in the public feeds, so that others can use
them?
I've read http://wiki.openmoko.org/wiki/Opkg seems ok enough, but id like to
make them aviable to everyone, how?
