Only one external cli command is needed to pair and it needs to be
done only once, yes. After that you just edit frameworkd config,
restart frameworkd and it all works automatically, by loading a
correct state file etc. Please take a closer look at the corresponding
section on Manually_Using_Bluetooth page.
