Place commands in a script in /var/spool/at and name it like 

TIMESTAMP.command.$$

where TIMESTAMP is the seconds since 1970-01-01 00:00:00 UTC when the command should be run. 
the rest is, as far as I know, up to you.

Finally you touch /var/spool/at/trigger

Thats it! And be sure to have atd runnning.
