Best way to add dev libs and headers to toolchains?

It seems that

dpkg-deb -X gpsd-dev_2.34-r9_armv4t.ipk /usr/local/openmoko/arm/arm-angstrom-linux-gnueabi

may do the trick for simple ipk
s without scripts.
