I think it's only good practice to pull packages that do this kind
of major damage even from a "bleeding edge" build.

You'll want a policy for how much damage is too much, though. E.g.,
"system doesn't boot" -> too much. "can't launch any apps" -> too
much. "can't use GSM" -> okay.
