1: Great news!

2: I have a bag of SIM cards that one of our community members kindly 
donated to us, in order to help debug one problem. The cards came from 
junked phones and can not be used to connect to a network, but clearly 
exhibit the problem that some of them can be recognized, and some can not.

I've held on to them until now because I had not been able to identify 
anyone working on this problem.

It sounds like Dieter is the right person. Dieter, would you find these 
SIM cards useful? If so, please provide your shipping address and phone 
number and I'll send them off to you right away.
