Not possible.
The only thing that knows about the cell-id is the modem.
To do such stuff the modem would either need this functionality
already in the firmware (pretty sure it isn't), or you would need to
be able to run code on the modems CPU (impossible).
You can only run code on the main CPU so no chance to do such things
while it is asleep.
