1. Download root file system from
http://danielmewes.dnsalias.net/~daniel/openmoko/
2. Download kernel image from http://moko.mwester.net/
3. Flash both to your Neo
4. Boot and use ssh to connect
5. type "echo UTC > /etc/timezone" or whatever you want the timezone to
be set to (e.g. "Europe/Paris" etc.)

I discovered, that the crucial part was not to set the TZ environment
variable, but to set up a correct /etc/timezone file.
