initial discussion about fixing layout of "News Archive"

Previous years CU was released weekly, thus it was wise to group CU
links based on month of release.
Now, as CU are released on monthly basis it is pointless to do so.
Regarding this, I propose to use layout as below for 2010 and later
years:
