We don't support SIM toolkit yet, since we don't think it's a high
important item at all.  In fact, it's not even on our roadmap, similar
to MMS.

The Neo1973 will support +CSIM, but for security reasons, no access to
GSM applications (instruction class 0xA0) is allowed.

Those documents are confidential by TI.  Also, we currently need all our
"communication bandwidth" with TI for other issues. But please be
assured that we try to get at least some of that public.  But I can't
promise anything :(
