[patch] 2/2 add extra-submit into machine plugin

Hi Sean,
  Great thank for your patches.
  I have merged the  the 1/2  and 2/2  patches into one committing as
R3430.
In this committing, adding a timeout scheme (default 60 sec)
And refactorying wakeup scheme as a machine plug-in by new timeout scheme.
