Originally, it did just that. However, we then realized that we
need to be able to make one binary bundle so that other people
can install things, without us even knowing their exact platform.
(That was mainly for the setup team in .tw, but it's useful for
others, too.)

But if we just skip the few locally available programs (which is
already possible for openocd), you basically get something that
would fit the concept of an ipkg, yes.
