well, the actual development (writing the source code) is just general
C/C++/whatever cross-compiled for linux-arm.

As for the packaging process, I would recommend looking into the
openembedded wiki.  If you still have questions, the openembedded list
would probably be the right place to ask for further
instructions/guidance.

We're really only reusing an existing system here.
