DVB-T is designed for set top boxes and TVs. You can get USB dongles  
for laptops, but these use quite a large aerial and don't always work  
that well.

For a phone you would need a low power part, space on the PCB and a  
big aerial. This is why they came up with the mobile version of DVB.
