For many cell phones, there are HOWTOs for changing the IMEI. I know that,  
at least for Siemens phones, the IMEI is stored in the main firmware  
image. Do most phones use some other type of GSM modem that doesn't store  
the IMEI inside, or do they upload the entire GSM modem firmware into the  
chip on bootup instead of having flash memory inside the modem?
