I'm using Snapshot-20080321.
The clock (of openmoko-today) ignores /etc/localtime and /etc/timezone and
always displays UTC.
A "date" started from the terminal (or over SSH) outputs correct local time.

(Same behaviour for UTC=yes and UTC=no in /etc/default/rcS.)
