PWM4 is used, it's the timer for FIQ.  This patch breaks HDQ monitoring
for example, returning ERROR -62 (timeout) on all HDQ access.

(I found before I had to do this funny enable them all with PWM and set
them to to non-PWM mode to have both GPIO LED and FIQ working with PWM4.)

I tested the LEDs after the other patches they seem fine, so thanks a
lot for all this work.

I took the rest into "andy" and will put them into stable later.
