At the moment there isn't any stuff in the kernel to take care of
changing the cpu speed a la cpufreq except Cesar's implementation on the
debug branch.

So kernel gets stuck with the clock situation that was handed to us by
the bootloader -- the kernel doesn't "deal with" it at all.  All it does
is turn off charging if it sees it has 100mA USB connection, but it
happily will try to turn on more than 500mW can deal with and die.

We need to do more work in kernel to defer stuff like bringing backlight
up (now it never comes up in bootloader) to meet the 500mW startup goal,
so this isn't something to fix today on Qi.
