I take it we agree because we do not target charger in Qi at all.  We no
longer "stay" in the bootloader so there is no point.

What we might choose to do in Qi though is override the default 500mA
USB current limit set by PMU "ROM" to 100mA and then we definitely set
in stone that we disallow boot without a battery in (although shorting
USB V+ to battery V+ does fine as well).
