u-boot: neo1973-gsmver.patch janitorial move

While trying to apply Andy's SD/MMC patch, I noticed that
neo1973-gsmver.patch was getting in the way of neatly grouping all
GTA02-related patches together.

Since neo1973-gsmver.patch extends the neo1973 command set from
uboot-20061030-neo1973.patch, it really belongs there. (Whether
the command set itself would deserve its own patch is another
topic.)

So I merged neo1973-gsmver.patch into uboot-20061030-neo1973.patch.
Since neo1973-gsmver.patch touches Makefiles and
uboot-20061030-neo1973.patch is very low in the patch stack, this
one has a fairly long trail of small changes in the stack.
