R70/R71 on debug v3 board ?

Yeah, let's discuss this tomorrow. I think just R74 (and neither
R70 nor R71) will be the best solution. What is a bit annoying is
that the debug board resets to making the NOR writeable. But I
guess we can't fix that trivially (i.e., without layout changes).
