Power Management and OpenMoko - third power setting

This is the intention of "suspend", which turns off a bunch of stuff
including the CPU core to save power.  Touchscreen won't wake it from
there but a bunch of other actions will including hitting the power button.

I'm not sure what the GUI UI is for actual suspend now, I thought it was
the "lock" thing, maybe that is busted.
