The optimal fix is a variant with limits that already match our needs.

If it ain't happening, adding P MOSFETs on the high power rails is a
workaround that eliminates the root cause and all downstream effects of
VB_SYS failure (something that "sticking a big cap on VB_SYS" does not
really do).
