Because ugly, nasty devices like pcf50633 straddle that lovely clean
documented ordering on another layer.

So pcf50633 comes up after i2c bus is walked on resume, since it is an
i2c device... but other devices want to talk to pf50633 to control their
power state in their resume... but exactly when pcf50633 comes back up
is a runtime issue... these other device can get resumed before pcf50633
gets resumed... then what...
