I can't say for sure; you'd have to ask the l-a-k-l folks, or the original 
author.  I just need it turned off because its too intrusive.

If I had to guess, I suspect it's because it is both intrusive, and very 
specific to the S3C2410 -- and somebody figured that made it desirable to 
disable even if you wished general PM debugging turned on.
