Yes, we can. That's why Openmoko is funding the freesmartphone.org
project.

With the FSO APIs in place, people can happily write their own phone
applications in whatever language and UI toolkit they want. The pkg-fso
guys are the first one leveraging FSO in Debian, lets see who comes
next.
