Will a full discharge reset the battery-protection-circuit's CPU?

Please don't do this. Draining the battery can only make the situation
worse.

The protection circuit kicks in if the battery is discharged too
deeply, i.e., when the battery voltage drops too low. Some GTA02
have difficulties charging a battery that has reached that state,
so forcibly discharging the battery is generally the worst
possible idea. (That is, unless you have a reliable means to
charge it externally.)

The theory that your battery may just be broken sounds plausible.
Let's hope the replacement battery works better. If not, please
holler :-)
