Comment(by andy):

 It does seem to refer to FIFO rather than character status

 ''Generated when it gets to the top of the receive FIFO without reading
 out data in it (overrun error).''

 So this would seem to boil down to a problem of long interrupt latency
 caused completely elsewhere.
