Problem of kernel compilation with custom configuration file

I tried to do as follows:

> cd GTA02
> make menuconfig

but  I cannot change  "The SCTP Protocol (EXPERIMENTAL)"  into <*>
(build-in). It is always as <M>.

Is there some thing wrong ? How could I compile the kernel with build-in
sctp supporting ?
