opkg-utils

Hi Purdie, 
  Cool, I'd love to have an opkg-utils. 
I just create a opkg-utils on
http://svn.openmoko.org/trunk/src/host/opkg-utils/ . 
If anyone wants to help, I am glad to test/commit your stuff on that. :-)
I think most of the code can just modify from ipkg-utils for the fist
moment.
