Nope. It's not. But kernel modules are AFAIK part of the rootfs.

If you flash the system, better flash both. Kernel and modules need to 
be from the same version. (or should better be)

Having sayd this, you could also just use opkg to update. opkg updated 
both, rootfs and kernel image.
