[FSO 5.1] Preventing screen blanking

It doesn't interact with Illume, but in SHR Illume power management is
disabled by default.  And you can easly do a wrapper to apps using
mdbus or dbus-call to automate things. And in near future I will work
on SHR Settings speed. Now it works good with x11-16 engine, but there
are still things which need improvement.
