How to get over Battery not charging

Hi,

 I have bought a new Neo. The battery does not charge. The LED does not
light up either.
I keep pressing the on button but it has never booted.

 I want to know if there is anyway I can get the battery to charge or if the
Neo is DOA. 

 What is the remedy for this situation? 
 (1) New Battery
(2) ask Openmoko to replace phone
 
   How do I best proceed?
