Sure, it gets a MAC address, but it doesn't provide one itself. It
actually gets a random MAC address assigned to it from the kernel
driver.

This random behaviour is impossible to create UDEV rules for. 

If you can't uniquely identify a piece of hardware, you can't assign
the same MAC address to it every time you plug it in and therefor you
can't create a sane UDEV rule.
