Change kernel configuration?

It seems nothing is going as I want...
I can get into configuration menu but the only option that I wanted to
enable cannot be selected: DEBUG_FS (Kernel hacking -> Debug
Filesystem). There is "---" beside it so I cannot add it to the
configuration.

I don't understand because if I use a regular console and use "make
ARCH=arm menuconfig" then I can see the option.

Any ideas?
